Planung und Monitoring von Projekten Ziel der Veranstaltung: Dieser Kurs bietet eine Einführung in ergebnisorientierte Planung und Monitoring von Projekten der Entwicklungszusammenarbeit (EZA). Die Teilnehmenden durchlaufen während des Kurses die verschiedenen Schritte der Projektplanung basierend auf dem «Logical Framework Approach» und lernen die Konzipierung und Implementie- rung von Projekt-Monitoring. Praktische Beispiele und Erfahrungen veranschaulichen alle Schritte des Projektmanagement-Zyklus von der Projekt-Identifikation bis zur Projektsteuerung und Berichterstattung. Während der Kurswoche werden Übungen mit Projektbeispielen der Teilnehmenden durchgeführt. Peer Learning ist dabei ein wichtiges Element. M4P – Making Markets Work for the Poor Course objective: This course provides a basic introduction to the concepts and methods behind M4P. M4P is an approach to understand and overcome the failure of systems to serve the needs of the poor. Contrary to traditional project approaches, in which implementing agencies provide or support services directly to the poor, an agency applying M4P acts as facilitator that aligns key players and functions of a system to produce sustainable results. As the term M4P indicates, the approach was originally developed to analyze and strengthen market systems and private sector development – which will be the focus of the course. Today, the approach is also applied to systems with predominantly public sector activities, such as education systems. Urbanization: Opportunity or Challenge for Fighting Poverty? Course objective: Today, cities and towns are home to the majority of the world’s inhabitants. The number of urban citizens is ever increasing, and the number of urban population in low- and middle income countries is expected to double over the next decade. Cities have always been focal points for innovation. Well-managed, they offer opportunities for economic and socio-cultural development. However, the current unprecedented speed of urbanization in many countries presents serious challenges to the immediate and surrounding environment. Fast urbanization in combination with weak governance structures has led to high socio-economic inequalities, lack of public services and infrastructure, inadequate housing, threats to human health, and security concerns. The course discusses the current situation of urbanization in developing countries as well as the role of international actors and civil society. Towards Food and Nutrition Security Course objective: Food security has been at the top of the policy agenda for decades, but still a consider- able proportion of the world’s population remains hungry and malnourished. Ensuring food security and improved nutrition for a growing global population is a significant challenge, which requires a fundamental shift in the way we understand and manage food production, distribution and consumption. The objective of this course is to devel- op the participants’ knowledge and understanding of the challenges facing food and nutrition security at global and local levels and discuss and compare options for how we can move towards food security and improved nutrition in various contexts. Aktuelle Entwicklungsdebatte – Die Frage der Politikkohärenz Ziel der Veranstaltung: Der Kurs «Aktuelle Entwicklungsdebatte» setzt sich 2019 mit der Frage der Politik- kohärenz für nachhaltige Entwicklung auseinander. Die globalen Nachhaltigkeitsziele (SDGs) können nur erreicht werden, wenn internationale, nationale und lokale Politik- bereiche kohärent zueinander agieren. Die Realisierung der Ziele der Schweizer IZA ist nur möglich, wenn ihre Massnahmen und Instrumente nicht durch andere Politik- bereiche unterlaufen werden. SDG 17 fordert eine Verbesserung der Politikkohärenz für nachhaltige Entwicklung. Ist diese Forderung realistisch? Was bedeutet sie für die strategische Ausrichtung der Schweizer IZA? Corporate Responsibility and Development Course objective: Many developed-country governments see a fundamental role for the private sector in advancing the sustainable development agenda (SDGs). Others are more skeptical and prefer companies to focus on doing their core business responsibly. Development partnerships with private businesses remain controversial. This course seeks to in- crease the participants’ understanding of the multifaceted and complex relationships between governments, private sector and civil society. It equips participants with the knowledge and tools required for an effective interaction between private sector or- ganizations and development actors, and to assess both opportunities and risks of such cooperation. Further, the course enables participants to contribute to policy de- bates on the role of private sector actors in development. Evaluation von Projekten Ziel der Veranstaltung: Der Kurs befähigt die Teilnehmenden, Evaluationsprozesse effektiv und effizient zu planen und zu steuern. Er befasst sich mit verschiedenen Evaluationsmethoden im Rahmen von Projekten der Internationalen Zusammenarbeit. Die Teilnehmenden er- werben Kenntnisse und Fertigkeiten für einen situationsgerechten Einsatz verschiede- ner Methoden zur Analyse von Prozessen und Resultaten von Entwicklungsvorhaben. Weiter wird die Verwendung von Evaluationsresultaten im Projektmanagementzyklus erörtert. Projektbeispiele aus der Praxis der Teilnehmenden ermöglichen es, den Be- zug zur Arbeitsrealität herzustellen und das Verständnis zu vertiefen. Planning and Monitoring of Projects Course objective: This course introduces results-oriented project planning and monitoring in the field of development cooperation. Participants work through the different steps of project planning, using the logical framework approach, and learn how to design and imple- ment monitoring. Practical examples and experience illustrate the steps of the project management cycle ranging from inception to project steering and reporting. Exercises and examples from the field encourage student participation and peer learning. Engaging with Policy Processes: Strategies and Tools Course objective: Recognizing that development is inherently political, this course covers political pro- cesses and how they intertwine with the goals and strategies of various agents in in- ternational cooperation. It discusses the significance and implications of civil society’s efforts to foster voice and inclusion. The course provides a nuanced understanding of different strategic options and approaches to contribute to policy processes and offers tools that have proven to be effective in practical development cooperation work. It provides an opportunity for participants to apply concepts related to the strengthening of civil society to their projects and case studies. Fraud and Corruption: Prevent, Detect, Investigate, Sanction Course objective: This course examines different forms, causes, and effects of fraud and corruption in developing countries. Course participants receive an introduction to the main concepts and mechanisms of prevention, detection, investigation and sanctioning adopted by the international development community. By using case studies and practical exam- ples, the course prepares participants for dealing with fraud- and corruption-related issues in the context of concrete development programs and projects. Qualitative Research for Development Practitioners Course objective: Qualitative research has much to offer to the practical work of development organiza- tions. This course will provide an overview of the principles and practice of qualitative research and illustrate ways in which qualitative research can be incorporated into the program cycle. Participants will learn to collect data using qualitative methods such as observation, interviews and focus group discussion, and will become familiar with the techniques of qualitative data analysis and the communication of results. The course aims to build the skills of development practitioners in using qualitative meth- ods confidently, including the ability to communicate findings to different audiences. VET between Poverty Alleviation and Economic Development Course objective: In recent years there has been increasing international interest in vocational education and training (VET). The discussion about the success factors of VET and the extent dual VET can offer advantages to developing countries however is still ongoing. Switzer- land, with its own unique and strong VET system has a long tradition of implementing VET in development countries. Experts from the field will feed in their experience into the course, which provides an overview of the systems and process dimensions of VET, opportunities for VET implementation, their implications, as well as constraints. At the end, participants will have strengthened their competence in portfolio management for VET, skills development and labor market policies. Fragile Contexts – From Humanitarian Aid to Development Course objective: Turbulence, uncertainty, novelty and ambiguity (TUNA) have become key features in many countries where international cooperation is engaged, often alongside of actors from humanitarian aid, mediation and security. To cope with permanent change, successful strategies and programs need to enhance agility and collaboration in planning, management and steering. Combining theoretical input with case studies, this course explores the characteristics of fragility, how they can be assessed and monitored and how development programming has to be adapted. It also discusses cooperation between actors seeking to engage in these contexts.
