Kommentar
What is Social Science Research and how does it work? What is the difference between a journalist and a researcher? In
times of „fake news” and claims of a „post factual society”, the skill to distinguish between fact and opinion, between theory
and evidence, is key. Scientific (social) research is a tool to describe and explain the world around us by using a specific
set of methods. It is the scientific method as such that sets research apart from other modes of producing knowledge. The
course will guide through various steps in the process of producing high-quality research and teach students the hard skills
and difficult choices involved in the craft.
Social science includes a large variety of different methods, each with their own advantages and disadvantages. The type
of methods applied to pursue a research question are called research designs. Only a thorough understanding of research
designs and how they have been applied will allow the reader to assess the quality of research and challenge the validity of
evidence. In this seminar, students will be introduced to the basic concepts of research designs, different options and the
relative advantages and disadvantages of various research designs. Knowledge about research designs will prepare students
for their research work (course papers, final theses etc.) at the university. It will also help refine them as critical and organized
thinkers more generally. Understanding of research designs will help students evaluate phenomena in society and question
common assumptions about society from various perspectives. Evidence is all around us and a deeper understanding of
where evidence comes from will allow students to navigate whatever field they wish to enter.
In the first block of the seminar, students will be introduced to basic concepts in developing a research project including 1)
developing a research question, 2) theory, 3) defining concepts, 4) measurement, 5) data collection, and 6) causality. In
the second block of the seminar, students will be introduced to common research designs in the social sciences based on
practical examples using quantitative and qualitative data.

Lerninhalte
This seminar will introduce students to the Predictioneer’s Game, an applied model of multi-party decision-making.
Subsequently, students will apply their modeling skills to specific political decisions on sustainability: the remuneration of forest
ecosystem services, in particular the negotiations regarding a permanent remuneration for the forest carbon sink function
in Germany. While the Predictioneer’s Game will be introduced in English, the applied case will require fluency in Germany
(reading, audio). All papers will be written in English.

Since 2014, more than a million migrants have sought protection in Germany. After the immediate challenge of managing
reception and allocation, the fundamental long-term task for the government is to facilitate the integration of asylum seekers
and refugees into society. Integration is a contested and complex concept that cuts across various parts of society: labour
markets, education, housing, discrimination etc.
The first block of this course will introduce students to concepts, theories, measurement and governance of refugee integration
using the case study of Germany. The second block will discuss integration policies along various focus areas: legal status,
labour markets, education, language, housing, discrimination, public attitudes towards refugees and social integration. In
this course, students will gain a deeper understanding of integration policies as one key area of public policy. The course will
explore the assumptions behind different policies and how they are applied. Lastly, students will review evidence assessing
the effectiveness of different integration policies.

1. Allgemeine Hinweise
Die aktuelle Situation erfordert von uns allen, dass wir weiterhin unsere Lehrformate und Arbeitsweise anpassen, um auch
ohne Präsenzveranstaltungen ein lehrreiches und interessantes Semester zu ermöglichen.
2. Seminarbeschreibung
Landesparlamente im föderalen System der Bundesrepublik Deutschland galten lange Zeit als „Stiefkinder” in der
Parlamentarismusforschung. Unlängst hat die politikwissenschaftliche Forschung in Deutschland das Forschungsfeld
durch eine Reihe von Untersuchung einer breiteren Diskussion zugänglich gemacht. In diesem Seminar werden wir einige
dieser aktuellen Debatten näher betrachten und vor dem Hintergrund einer möglichen föderalen Vielfalt in Deutschland
untersuchen. Hierzu ist das Seminar in drei Teile aufgebaut. Im ersten Teil werden zunächst allgemeine theoretische
Betrachtungen aus der Parlamentarismusforschung im Vordergrund stehen. Der zweite Teil wird anhand einer Auswahl
von sechs spezifischen Themenfeldern die aktuellen Debatten zu den Landesparlamenten in Deutschland aufgreifen.
Hierbei steht die wissenschaftliche Auseinandersetzung mit dem jeweiligen Thema im Vordergrund. Daran schließt sich der
dritte und empirisch ausgelegte Teil des Seminares an, der einen Vergleich einzelner Landesparlamente innerhalb einer
Gruppenarbeit zu den sechs ausgewählten Themenfeldern in den Mittelpunkt rückt. Abschließend soll vor dem Hintergrund
der Gruppenarbeit die Rolle der Landesparlamente in Deutschland als Ausdruck der föderalen Vielfalt hinterfragt und diskutiert
werden.

• Aktive und regelmäßige Teilnahme an den Online-Sitzungen: Pflichtlektüre und Diskussionsbeiträge
• Gruppenarbeiten: Input-Referat zu einer thematischen Sitzung, Präsentation der Ergebnisse in der Gruppenarbeit sowie
Abgabe eines Forschungsberichtes (ca. 7 – 10 Seiten)

Bei diesem Seminar handelt es sich um ein synchrones Seminar mit wöchentlichen Live-Sitzungen über Zoom ab Montag,
den 12. April 2021 (12 – 14 Uhr).
Sie können das Seminar ab dem 06. April 2021 über PULS belegen. Melden Sie sich bitte spätestens bis zum 09. April 2021

General comment
The current situation requires all of us to adapt our teaching formats and ways of working in order to provide an educational
and interesting semester even without face-to-face sessions on campus.
Please be aware that we also try to accommodate to these circumstances.
Course summary
Data becomes more and more crucial for formulating government policies and delivering public services. This growing
relevance of data(-driven) governance triggers various crucial issues and questions such as the emergence and effects of bias
in the data foundation of automated decision-making or how to regulate companies but also other (non-)governmental actors
utilizing data for their business models and activities. Similarly, one may discuss the effects of an accelerated increase in data
infrastructure for energy consumption or the implications of data(-driven) governance for public sector employees engaged
in policy design and service delivery. This seminar discusses these and other aspects of data(-driven) governance with an
empirical focus on Germany (and other modern democracies).

Requirements (participation only):
• Participation in the Moodle-course (2 solo inputs to each week with a forum or group work for each week with such
assignments)
• Development of a mini research project design (draft deadline: 18.06.2021) and
• Presentation of your mini research project design at the "block day".
• Discussion of another mini research project design at the "block day".
Requirements (module assessment, Modulprüfung):
• Project paper (3500-4000 words without references; deadline: 30.08.2021)
Bemerkung
The seminar combines asynchronous and synchronous elements.
• The first half of sessions in this term (until calendar week 21, ending on Friday, 28.05.2021), will be conducted
asynchronous (via Moodle). There will be forum discussions (which will require your solo inputs) and you will prepare a mini
project (group of 2-3 participants).
Note: The group work is mostly to support your (social) networking and may inform your project paper, but you may also
pick a different topic for your project paper.
• The second half of sessions in this term will be held as a 'block day' in calendar week 25 to present and discuss the mini
projects (the distinct date will be decided by the course participants in the first seminar week; this day runs from 09.00 to
16.00h with breaks, most likely via Zoom).

Das deutsche Gesundheitswesen steht aufgrund von Kostensteigerungen, Effektivitäts- und Effizienzproblemen unter einem
permanenten politischen Reformdruck. Seit Ende der achtziger Jahre hat es nahezu in jeder Wahlperiode mindestens eine
größere Gesetzesänderung im Bereich der gesetzlichen Krankenversicherung gegeben. Nicht nur die Finanzierungsprobleme,
die immer nur vorübergehend gelöst zu sein scheinen, sondern auch die institutionelle Komplexität und der Vielzahl der
beteiligten Akteure (Ärzte, Krankenhäuser, Krankenkassen, Pharmaindustrie, Patienten und weitere) werfen permanent
neue Regulierungsprobleme auf. In dem Seminar werden zunächst die historisch gewachsenen Strukturen und die
grundlegenden Funktionsmechanismen des deutschen Gesundheitswesens behandelt. Weitere Themen sind die Entwicklung
des Politikfeldes im Zuge der zahlreichen Gesundheitsreformen sowie Governanceformen und Regulierungsprobleme in
deutscher und europäischer Perspektive.

Bemerkung
Zum Ablauf der des Seminars
Das Seminar wird als Online-Präsenzveranstaltung durchgeführt.
Zu Beginn jeder Sitzung hält ein Teilnehmer oder eine Teilnehmerin ein Referat, dessen Dauer zwischen 20 und maximal
30 Minuten liegen soll. Die Zahl der Referierenden soll nicht höher als zwei sein. Für das Referat können Medien wie eine
Powerpoint-Präsentation verwendet werden (Dies ist aber nicht verpflichtend.). Im Anschluss folgt eine Diskussion von ca. 20
bis 30 Minuten in Kleingruppen auf der Basis von Fragen, die vom Dozenten bzw. den Referierenden vorgegeben werden.
Den Abschluss bildet eine ca. halbstündige Diskussion im Seminarplenum.
Der Themenplan enthält Hinweise zur Literatur, die für das jeweilige Seminarthema einschlägig ist. Unterschieden wird
zwischen den „Basistexten” und der „weiterführenden Literatur”. Die Basistexte sind in eine Moodle-Platform eingestellt, zu
der man über das Kennwort des Seminars Zugang erhält. Die Lektüre der Basistexte durch alle Teilnehmenden wird als
Wissensgrundlage vorausgesetzt. Die genannte weiterführende Literatur bildet die Grundlage für die Referate. Es müssen
nicht in jedem Fall alle dort genannten Titel für das jeweilige Referat verwendet werden. Die Auswahl sollte aber in Absprache
mit dem Dozenten erfolgen.

Overview and setting of the course
Climate change is one of the big political challenges of our time. It has been on the political agenda for some 30 years, in an
increasing number of countries. With the Paris Agreement, almost all countries in the world have committed themselves to
contributing their share to limiting the global temperature to well below 2 degrees, implying a commitment to a fully carbon-
neutral global economy by mid-century. This is a huge challenge – economically and technologically, for sure, but especially
also societally and politically.
In terms of emission reductions, one cannot say that it has gone well: globally, GHG emissions are still increasing. To a large
extent, this is caused by economic growth and industrial development in emerging countries, causing a hunger for energy that
is often fed with fossil energy, including oil for the growing transport systems and coal or gas power for the power grids.
In the industrialised world, however, emissions generally decrease – too slowly, but they decrease. In Europe, for example,
GHG emissions have decreased by over 20% compared to 1990, and the European Union met its 2020 climate target.
Evidently, it is possible to bend the emissions curve. In particular in the energy sector – responsible for some 2/3 of global
greenhouse gas emissions – starts seeing radical changes, both through the rise of renewable energy technologies and
efficiency measures. In Europe, at least some policy efforts appear to have worked: emissions and energy demand are
decreasing, and European (together with a handful of other countries’) policies have contributed to making renewables
technologically and economically viable, putting Europe and all other countries in a position where complete energy system
decarbonisation may be feasible.
In this course, we will explore the instrumentation of climate policy in the energy sector, especially on the European and
national levels. The course will centre on historical and prospective policy analysis of energy policy instruments, drawing
on concepts, theories and evaluation frameworks from various disciplines, including political science and environmental,
behavioural and evolutionary economics. We will go far beyond the conventional description of ”climate policy” as global
treaties and carbon pricing, and look at the broad set of policy instruments that affect the chances to decarbonise energy, with
a focus on the European context. In this course, we will
- investigate different types of energy policy instruments, their theoretical roots and expected effects;
- analyse the actual performance of these instruments through case studies of both successful and failed historical
cases, in order to understand how instrument design affects policy effects, but also how instruments differ in both scope and
aim;
- learn how instruments interact in a policy mix, each performing a specific task and contributing to a successful energy
transition;
- learn how to create policy solutions to take us from today’s fossil-based system to a carbon-neutral energy future in
Europe.
Learning objectives
Students understand the breadth of the climate and energy policy field, the diversity of instruments, and know how the
main instrument types work and interact. They are able to identify a policy and allocate it to the appropriate discourse and
theoretical roots. Students are able to evaluate whether a policy is likely to achieve its aims, informed by knowledge of
the functioning, efficiency and effectiveness of similar policies elsewhere or in the past, and can suggest alternative or
complementing policies for achieving a particular energy policy goal. Students are able to generalise and combine knowledge
about the barriers to decarbonisation in various energy sectors and the barriers addressed by specific policy instruments as
applied in cases discussed in class, in order to create own suggestions for decarbonisation of any energy sector or geographic
context.
Course outline
Classes will take place every two weeks, for four hours. The course is entirely online, in Zoom. The Zoom link to the first
session will be on the course’s Moodle page a few days ahead of the first session. Please make sure to enrol in Moodle, and
to enrol in the course for THIS semester, summer semester 2021.
In every session (classes 2-6), we focus on a particular type of instrument, both investigating its theoretical roots and how
it has played out in practice illustrated by case studies for a particular energy sector. We will then explore and generalise
lessons learned from practice, and seek to apply these lessons to develop policy proposals for other energy sectors and/
or contexts. In the last session, we will pull it all together and create policy proposals for full decarbonisation of the energy
system of a European country, based on the goals and instruments presented in a national energy strategy, such as a
National Energy and Climate Plan.
In order to fully adapt the course to the online format, we apply a flipped classroom format, with intense preparations –
readings and 4-5 student videos – before class and then discussion and problem-solving in small groups in class.

This seminar focusses on the local dimension of migration and integration Policy in European countries, especially after the
so-called refugee crisis 2015/2016. In the first part of the seminar, we will discuss the theoretical framework of migration and in
European comparison current problems of multi-level migration policy in Europe. Based on the challenges of local integration
policy of migrants we will analyse problems of integration governance, the capacity for policy formulation and implementation
of integration policy. Finally, we will have a look for the economic and other dimensions of local integration policy. The seminar
is partly based on my new book (together with José M. Ruano de la Fuente as editors): Local Integration of Migrants Policy.
European Experiences and Challenges 2021, Palgrave macmillan.
In the second part seminar we will analyzes a number of specific cases of migration and integration policy in order to reflect
the variety of traditions and policies in European countries. For this purpose, we will analyze based on international scientific
studies some cases at the nation state level like Germany, France, Netherlands, Italy, Spain, Czech Republic and Poland.
Finally, we examine the integration policy at city level cases like Berlin and Altena (German), Malmö and Gothenburg
(Sweden), Rotterdam and Amsterdam (Netherlands).

This course provides an overview over the climate regime, with a particular focus on climate governance and climate finance.
On 12 December 2015, 196 Parties to the UN Framework Convention on Climate Change (UNFCCC) adopted the Paris
Agreement, a new legally-binding framework for an internationally coordinated effort to tackle climate change. The Paris
Agreement defines a universal, legal framework to ‘strengthen the global response to the threat of climate change’ (Art.
2). It establishes the obligation of all Parties to contribute to climate change mitigation and adaptation. For the first time,
all countries will develop plans on how to contribute to climate change mitigation, and will communicate their ‘nationally
determined contributions’ to the Secretariat of
One of the pillars of the climate regime is the commitment to support developing countries in their efforts to abate greenhouse
gas emissions and adapt to the consequences of climate change. Support can come in the form of capacity building,
technology transfer and finance (together: means of implementation). In this course, we will dive a bit deeper in the conditions
and instruments of climate finance. We will discuss the channels of finance and the modalities on how finance is being
awarded. In this context the class will learn about carbon pricing and carbon markets.

Lerninhalte
Managing performance is a common denominator in all reform models. This course is about understanding the content
of managing performance as a driver for public sector reform. Three models of reform will be presented: New Public
Management (a market based model), Neo Weberian State (a hierarchy based model), and New Public Governance (a
network based model). The connection with performance implies its measurement, its incorporation, and its use.
The models will be illustrated with examples from ‘pilot’ countries in the OECD. Students will be required to present texts, to
critically assess these, and to implement them to their home country or their 'chosen country'. There will be exercises in class,
including a role play of a performance budget and discussions on quality models in the public sector.

Der Neoinstitutionalismus gehört derzeit zu den prominentesten und beliebtesten Theorien zur Erforschung des Verhältnisses
von Organisation und Gesellschaft und der Organisationen selbst. Das Seminar bietet den Studierenden die Möglichkeit, sich

Landesparlamente im föderalen System der Bundesrepublik Deutschland galten lange Zeit als „Stiefkinder” in der
Parlamentarismusforschung. Unlängst hat die politikwissenschaftliche Forschung in Deutschland das Forschungsfeld
durch eine Reihe von Untersuchung einer breiteren Diskussion zugänglich gemacht. In diesem Seminar werden wir einige
dieser aktuellen Debatten näher betrachten und vor dem Hintergrund einer möglichen föderalen Vielfalt in Deutschland
untersuchen. Hierzu ist das Seminar in drei Teile aufgebaut. Im ersten Teil werden zunächst allgemeine theoretische
Betrachtungen aus der Parlamentarismusforschung im Vordergrund stehen. Der zweite Teil wird anhand einer Auswahl
von sechs spezifischen Themenfeldern die aktuellen Debatten zu den Landesparlamenten in Deutschland aufgreifen.
Hierbei steht die wissenschaftliche Auseinandersetzung mit dem jeweiligen Thema im Vordergrund. Daran schließt sich der
dritte und empirisch ausgelegte Teil des Seminares an, der einen Vergleich einzelner Landesparlamente innerhalb einer
Gruppenarbeit zu den sechs ausgewählten Themenfeldern in den Mittelpunkt rückt. Abschließend soll vor dem Hintergrund
der Gruppenarbeit die Rolle der Landesparlamente in Deutschland als Ausdruck der föderalen Vielfalt hinterfragt und diskutiert
werden.

• Aktive und regelmäßige Teilnahme an den Online-Sitzungen: Pflichtlektüre und Diskussionsbeiträge
• Gruppenarbeiten: Input-Referat zu einer thematischen Sitzung, Präsentation der Ergebnisse in der Gruppenarbeit sowie
Abgabe eines Forschungsberichtes (ca. 7 – 10 Seiten)

General comment
The current situation requires all of us to adapt our teaching formats and ways of working in order to provide an educational
and interesting semester even without face-to-face sessions on campus.
Please be aware that we also try to accommodate to these circumstances.
Course summary
Data becomes more and more crucial for formulating government policies and delivering public services. This growing
relevance of data(-driven) governance triggers various crucial issues and questions such as the emergence and effects of bias
in the data foundation of automated decision-making or how to regulate companies but also other (non-)governmental actors
utilizing data for their business models and activities. Similarly, one may discuss the effects of an accelerated increase in data
infrastructure for energy consumption or the implications of data(-driven) governance for public sector employees engaged
in policy design and service delivery. This seminar discusses these and other aspects of data(-driven) governance with an
empirical focus on Germany (and other modern democracies).

Requirements (participation only):
• Participation in the Moodle-course (2 solo inputs to each week with a forum or group work for each week with such
assignments)
• Development of a mini research project design (draft deadline: 18.06.2021) and
• Presentation of your mini research project design at the "block day".
• Discussion of another mini research project design at the "block day".
Requirements (module assessment, Modulprüfung):
• Project paper (3500-4000 words without references; deadline: 30.08.2021)
Bemerkung
The seminar combines asynchronous and synchronous elements.
• The first half of sessions in this term (until calendar week 21, ending on Friday, 28.05.2021), will be conducted
asynchronous (via Moodle). There will be forum discussions (which will require your solo inputs) and you will prepare a mini
project (group of 2-3 participants).
Note: The group work is mostly to support your (social) networking and may inform your project paper, but you may also
pick a different topic for your project paper.
• The second half of sessions in this term will be held as a 'block day' in calendar week 25 to present and discuss the mini
projects (the distinct date will be decided by the course participants in the first seminar week; this day runs from 09.00 to
16.00h with breaks, most likely via Zoom).
Very important: The Moodle-key will be distributed among all participants registered in PULS by Friday, 09 April 2021,
17.00h .
