Das Oberseminar beschäftigt sich mit dem Initialereignis für das Atomzeitalter, mit dem Abwurf der ersten Atombombe auf
Japan. Als Ereignis war der erste Atombombenabwurf eine Katastrophe für die Betroffenen. Die Gründe für den Einsatz waren
so vielfältig, dass bis heute die Debatte nicht abgeschlossen ist. Das Oberseminar wird auch nach den Folgen und Wirkugen
fragen. Das Hiroshima folgende Atomzeitalter hatte in der Wahrnehmung aber nicht nur negative Folgen. Die Veranstaltung
findet digital/online statt.

This course will explore the different attitudes, perceptions and discourses of western countries on war since 1990. The
course will briefly review the history of the conflicts in Iraq, the Balkans, Afghanistan and Libya and turn on to the analysis
of the relationship between politics, society and the armed forces. It will analyze different national military and political
traditions, examine remembrance and public discourses in the media. Primary sources will include newspapers, books, TV-
documentaries, historical monuments and comics. These sources will unearth if and how the discourse about war and the
military has changed since 1990 on a transnational level. Furthermore we will explore the extent to which value shifts in
contemporary society have changed the approach to modern wars.

Das Seminar befaßt sich mit Verfassung, Struktur und Politik des aus dem Wiener Kongreß hervorgegangenen Deutschen
Bundes. Es versucht anhand intensiver Quellenarbeit der Frage nach den Grenzen, aber auch den Möglichkeiten dieser von
der älteren Forschung meist als völlig unzureichend qualifizierten politischen Ordnung Deutschlands nachzugehen. Trifft
diese Sicht zu oder muß, im Einklang mit neueren Forschungen, ein differenzierterer Blick auf den Deutschen Bund geworfen
werden? - Das Seminar soll nach Möglichkeit in Präsenz stattfinden Umstellung auf "online" muß trotzdem leider vorbehalten
bleiben.

The history of international organizations is a research field which is increasingly attracting the attention of historians
scholars such as Sandrine Kott have recently devoted attention to important Geneva-based international organizations. This
development is connected to a renewed interest in global history with its ambition of tracing ‘globalizing’ tendencies in themes
and practice. This course examines if we can apply a similar approach to the Organization of African Unity (1963-2002).
We study how and why the OAU came into being in the early 1960s, how it functioned and to what issues and processes
it devoted its attention over time. These range from African decolonization and political unity to refugees and economic
integration. We ask about its success and functionality, as well as about its failures, in respect to continental, regional, and
local politics on the African continent and beyond. Furthermore, we investigate what led to the abolishment of the OAU and the
founding of the African Union (2002-present).
Students in the Master of Contemporary History should take this course as an exercise course and not as a seminar.

In diesem Seminar setzen wir die Lektüre von Hauptwerken Hannah Arendts fort. Wir nehmen uns wieder drei Werke aus
unterschiedlichen Schaffensperioden und Arbeitsgebieten Arendts vor: Sechs Essays, Rahel Varnhagen, Vita Activa. Anhand
der "Sechs Essays" werden wir uns auch mit der komplizierten Textgeschichte von Arendt-Werken befassen. - Teilnahme
steht auch für diejenigen offen, die nicht an der ersten Hannah Arendt-Lektüre teilgenommen haben. Bereitschaft zu intensiver
und selbständiger häuslicher Lektüre wird vorausgesetzt. - Die Veranstaltung findet in einem Online-Modus statt das genaue
Vorgehen wird in der ersten (Online-)Sitzung besprochen.
Studierende im Master Zeitgeschichte belegen diese Lehrveranstaltung bitte als Übung.

Berlin gilt als das „Rom der Zeitgeschichte”. In Berlin – dem Parvenü der Großstädte, Labor der Moderne und Symbol
des zerrissenen 20. Jahrhunderts (Jens Bisky) – konzentriert sich nicht nur die deutsche, sondern auch die europäische
Geschichte. Von der Urbanisierungsphase im Kaiserreich über die Weimarer Republik und den NS sowie die Jahre der
deutsch-deutschen Teilung bis hin zu den Erinnerungsdebatten der Gegenwart, will die Übung die bewegte Geschichte
Berlins anhand ausgewählter Schlaglichter in den Blick nehmen. Wie sich die Metropolregion über soziale und kulturelle
Zäsuren wie auch politische Systeme hinweg wandelte, wird Gegenstand der Veranstaltung sein, die sowohl sozial-und kultur-
als auch politikhistorische Ansätze und Perspektiven vorstellen wird.

This course examines processes of refuge seeking, bringing refugee studies and history into conversation. Drawing on case
studies mainly from twentieth century Africa, we ask what a refugee is and whether we can speak of a common refugee
experience. We explore whether historians can and should distinguish between refugees, forced migrants and exiles. To do
so, we draw on literature from a variety of disciplines, including history, anthropology, political science, and law. The selected
case studies cover East, West, South and North African and European contexts.
The course is designed to introduce students to the nascent and vibrant research field of the historical study of refugees
and forced migrants on the African continent. By the end of the course students will have gained a grasp of the field and its
most important research questions and challenges. The course is organized thematically: it starts by discussing why studying
processes of refuge seeking in historical perspective is important. It provides key readings that orient students in the debates
about refugee vs. forced migration studies before delving into case studies dedicated to a range of issues concerning the
lived experiences of forced migrants in camps, in political exile, their relations with host populations, and with the sending and
receiving states.
Some of the questions that motivate this course are: Who is a refugee, forced migrant, exile and how do definitions and
perceptions change during the twentieth century? What are refugee experiences like and how do they vary over time and
in different geographic areas? What role did colonialism, the decolonization process and the Cold War play with regard
to creating, classifying and managing refugee flows in Africa and beyond? How does a discussion about forced migration
integrate Africa into global history? And how can we look at the recent refugee crisis historically?
The course is divided in two parts. The first takes place as an online seminar among Potsdam students. The second part

This course deals with the history of German development cooperation, with its actors, paradigms and problems. Development
policy mirrors not only the contemporary history of the Federal Republic of Germany, but also that of development theory:
We follow the rise of development cooperation from a subordinated field of German foreign policy to an original contribution
to global structural policy. In this context, a particular focus is laid on the links to the other policy areas of German foreign
relations, especially diplomacy, external trade policy and security policy.

Intelligence services receive much public attention with so-called “special operations, such as targeted killings, disinformation
and deception operations or cyber-attacks. “Covert action”, “special operations” or “active measures” are common terms for
these tasks. Despite public focus on these “active” operations, most intelligence work is comprised of “passive” information
gathering. This class offers an introduction to the study of secret intelligence and intelligence services and of special
intelligence operations. We will start out by looking at the basics of intelligence studies before scrutinizing various forms and
examples of special intelligence operations. The aim of this class is to provide students with a basic knowledge of intelligence
research, an overview of different types of “special operations” and analytic tools to assess them. The class will be held mostly
digitally, regular attendance and an oral presentation or written essay are required.

The course deals with the fundamental rules of international law concerning the use of force in international relations,
conduct of hostilities and the protection of civilians during armed conflicts and the settlement of inter-state disputes. The
international rules concerning disarmament and arms control will also be part of the course. Students will be asked to give a

The ongoing digitalization of all aspects of life offers enormous opportunities, particularly for economic growth, societal
development and research. However, it also gives rise to several new threats. Critical infrastructures, government
communications, military assets and political processes increasingly rely on information technology, making them vulnerable
to cyber attacks. These technologies and their use are now relevant for national security and states seek to address this
challenge. As a result, cyber security has become one of the most pressing subjects of national, regional and international
bodies and initiatives. This course aims at providing students with an overview and practical understanding of the most
significant topics in the field, national actors in Germany as well as regional and international processes in the area of cyber
security and defence.

Der Erste Weltkrieg, die „Urkatastrophe des 20. Jahrhunderts“, war das Ergebnis über Jahrzehnte gewachsener Spannungen
zwischen den europäischen Großmächten. Von entscheidender Bedeutung waren dabei diplomatische Krisen. Einerseits
trugen sie wesentlich zur Verfestigung rivalisierender Blöcke bei. Andererseits boten sie aber auch immer wieder
Chancen, Konflikte nachhaltig zu entschärfen und das europäische Staatensystem zu stabilisieren. Ausgehend von den
sozialpsychologischen Erscheinungen des Krisenhandelns sowie der handlungsleitenden Interessen und Doktrinen sollen im
Seminar Ursachen, Verläufe und Ergebnisse ausgewählter Krisen zwischen 1871 und 1914 diskutiert werden.

This course examines processes of refuge seeking, bringing refugee studies and history into conversation. Drawing on case
studies mainly from twentieth century Africa, we ask what a refugee is and whether we can speak of a common refugee
experience. We explore whether historians can and should distinguish between refugees, forced migrants and exiles. To do
so, we draw on literature from a variety of disciplines, including history, anthropology, political science, and law. The selected
case studies cover East, West, South and North African and European contexts.
The course is designed to introduce students to the nascent and vibrant research field of the historical study of refugees
and forced migrants on the African continent. By the end of the course students will have gained a grasp of the field and its
most important research questions and challenges. The course is organized thematically: it starts by discussing why studying
processes of refuge seeking in historical perspective is important. It provides key readings that orient students in the debates
about refugee vs. forced migration studies before delving into case studies dedicated to a range of issues concerning the
lived experiences of forced migrants in camps, in political exile, their relations with host populations, and with the sending and
receiving states.
Some of the questions that motivate this course are: Who is a refugee, forced migrant, exile and how do definitions and
perceptions change during the twentieth century? What are refugee experiences like and how do they vary over time and
in different geographic areas? What role did colonialism, the decolonization process and the Cold War play with regard
to creating, classifying and managing refugee flows in Africa and beyond? How does a discussion about forced migration
integrate Africa into global history? And how can we look at the recent refugee crisis historically?
The course is divided in two parts. The first takes place as an online seminar among Potsdam students. The second part
brings Potsdam and Cagliari University students and staff together to tackle some challenge questions and case studies in

This course will explore the different attitudes, perceptions and discourses of western countries on war since 1990. The
course will briefly review the history of the conflicts in Iraq, the Balkans, Afghanistan and Libya and turn on to the analysis
of the relationship between politics, society and the armed forces. It will analyze different national military and political
traditions, examine remembrance and public discourses in the media. Primary sources will include newspapers, books, TV-
documentaries, historical monuments and comics. These sources will unearth if and how the discourse about war and the
military has changed since 1990 on a transnational level. Furthermore we will explore the extent to which value shifts in
contemporary society have changed the approach to modern wars.

Die Justiz als Garant des Normenstaats wurde in der NS-Diktatur zu einem Instrument des Maßnahmenstaats. In
einem schleichenden Prozess, der formal juristische „Normalität“ suggerierte, entwickelte sich das Recht zu einer
Waffe der politischen Führung gegen sog. „Volksschädlinge“ und „Gemeinschaftsfremde“. Das Seminar behandelt die
zugrundeliegenden nationalsozialistischen Rechtsvorstellungen, den Wandel der Rechtsprechungen, die Auswirkungen von
Sondergerichten und Sonderrechten sowie die Radikalisierung der juristischen Praxis während des Krieges.

The course deals with the fundamental rules of international law concerning the use of force in international relations,
conduct of hostilities and the protection of civilians during armed conflicts and the settlement of inter-state disputes. The
international rules concerning disarmament and arms control will also be part of the course. Students will be asked to give a
short presentation on a topic in the mentioned areas. This course will be held as a bloc seminar on 10 and 11 June, and 9 July
2021.

Some authors characterize Latin America as a region of ‘Permanent Peace’. Indeed, the low incidence of interstate conflict
corroborates this perception. Yet, inter-state rivalry, domestic violence and transnational crime abound in this part of the world,
prompting others to name it a ‘Violent Peace’. What lessons can we take from the ambivalent security environment in Latin
America and are they transferrable? The objective of this course is to look at the evolution of the security challenges in Latin
America in order to understand the complexity of its development since the end of the Cold War. The endurance of both peace
and conflict in the region offer us more general insights into the overlap and differences between traditional and non-traditional
threats, the interplay of structures, agents and institutions and, ultimately, the dialectic between domestic violence and war in
